REGULATIONS
on the Information and Computing Center
of Taras Shevchenko National University of Kyiv
1. General Provisions
1.1. The Information and Computing Center of Taras Shevchenko National University of Kyiv (hereinafter referred to as the ICC) is a university-wide structural unit.
1.2. The main task of the ICC is to create and maintain the university information infrastructure, as well as automate the university’s operational activity and educational process.
1.3. The ICC has its own seal for official references.
1.4. A sub-account may be opened for the ICC to support its operational activity.
1.5. In its activity, the ICC is governed by current legislation, the University Charter, and these Regulations.
1.6. The ICC reports directly to the Rector of the University.
1.7. Scientific and methodological supervision of the ICC is carried out by the University Coordinating Council on Informatics and Computing Technology.
1.8. The complex is located at 2 Hlushkova Street, Building 6.
2. Tasks and Scope of the ICC
2.1. The tasks and scope of the ICC include:
creation and maintenance of automated university management systems (accounting, student and staff records, document flow, archives, library systems, and other operational activities);
supply, installation, maintenance, and repair of computing equipment;
connecting university units to global electronic networks;
creation, development, and support of distance learning systems.
2.2. The ICC may also carry out work corresponding to its fields of activity under separate agreements with individuals and legal entities, namely:
creation of automated systems;
system integration, maintenance, and repair of computing equipment;
development and configuration of local area networks;
provision of connectivity to global electronic networks;
training in modern information technologies;
performance of other work that does not conflict with the University Charter and these Regulations.
3. Structure of the ICC
3.1. The structure of the ICC, its staffing schedule, and expenditure estimate are approved by the Rector of the University.
3.2. The rights and responsibilities of structural units and the procedure for their interaction are defined by regulations on structural units drafted by the Head of the ICC.
3.3. The ICC is headed by a Director appointed by order of the Rector.
3.4. The Director organizes the work of the ICC in accordance with its areas of activity and bears full responsibility for fulfilling the tasks assigned to the ICC.
3.5. The Head of the ICC:
prepares draft contracts for the performance of work;
prepares submissions for employee incentives or disciplinary actions;
selects qualified personnel;
prepares the draft staffing schedule;
defines the official duties of ICC staff members.
4. Financing of the ICC
4.1. The sources of financing for the ICC are:
budget funding;
funds received from work performed under agreements with individuals and legal entities.
4.2. Funds received from work performed under agreements with individuals and legal entities are used in accordance with the expenditure estimate.
5. Reorganization and Liquidation of the ICC
5.1. The reorganization and liquidation of the ICC are carried out in accordance with the University Charter and the current legislation of Ukraine.
