Internet Usage Rules
The connection of Kyiv University’s local network to the global Internet was primarily driven by the need to improve information exchange with leading educational institutions around the world through Internet services such as Email, WWW, FTP, GOPHER, and others.
The number of users on Kyiv University’s local network continues to grow. Currently, about 2,000 computers have Internet access.
At the same time, the bandwidth of the external channel remains virtually unchanged, which leads to overload. The monthly rental fee paid by the University to the Internet provider depends significantly on channel load. Taking all these conditions into account, the management of the Information and Computing Center (ICC) of Kyiv University established the basic rules for connecting to and using Internet resources.
Internet resources must be used exclusively for educational and scientific purposes. Downloading large volumes of information not directly related to research or the educational process is a violation of the rules for using Internet resources, especially when it concerns XXX traffic. If a user violates this rule, that user is automatically transferred to a separate virtual channel with a reduced maximum speed for one month, and in case of repeated violation the user will be automatically disconnected from the Internet with subsequent notification to University management.
Sending information by email or through the USENET conference network to a large number of recipients who are not interested in receiving it, in other words electronic SPAM, is also a violation of the Internet usage rules. Repeated violations may result in blocking the email address and disconnecting the spammer’s computer from the network.
Sending scientific papers, articles for publication, or other information that may constitute a state secret by email without prior approval from the University department for protection of scientific priorities is prohibited.
To register a new computer connected to Kyiv University’s local network on the Internet, it is necessary to have an IP address, the issuance of which must be coordinated with the faculty network administrator. Independent assignment of an IP address is prohibited, since using an IP already occupied by another computer causes both computers to malfunction on the network, and assigning the gateway IP may cause the entire network segment to fail. Violation may result in complete disconnection of the specified computer from the network and blocking of the user’s email address.
It is prohibited to connect individual computers and local computer networks of organizations located on the territory of Kyiv University to the computer network of Taras Shevchenko National University of Kyiv without first concluding a written agreement with University management.
Installing incoming modem lines without prior approval from the PBX and the ICC of Kyiv University is prohibited. If University employees need to work with email from home, it is possible to connect in offline mode through the ICC’s incoming telephone lines.
Each faculty may maintain its own WWW (FTP) server. If the bandwidth of the channel through which the faculty is connected to the University’s local network is insufficient for normal WWW/FTP server operation, or for other reasons, it is possible to organize a WWW/FTP server on the basis of the ICC. Regardless of implementation, placement of pornographic files, materials that degrade personal dignity or constitute state secrets, illegal distribution of software protected by copyright, as well as use of electronic services for actions that violate the current legislation of Ukraine are prohibited on WWW/FTP servers.
The user is obliged not to provide their email address or web page to users from countries that support international terrorism. The user has no right to use the University’s web services and email for the creation of nuclear, chemical, bacteriological weapons, or other weapons of mass destruction.
